| Annual
Budget of Haryana Livestock Development Board
for the year 2010-11. |
| Introduction |
The Haryana
Livestock Development Board was constituted
to improve the genetic stock of the animals
in the State of Haryana and to promote breeding
activities with special emphasis to preserve
and multiply the murrah germplasm. The Board
is engaged in achieving its prime objectives
through various activities with the assistance
from the Government of India, State Government
and by generating its own sources of income.
The annual budget of the Board for the year
2010-11 is placed at Annexure
No-III . The major schemes
through which the Board is receiving regular
grants from the Government of India as well
as the State Government are as under :- |
| 1.
National Project for Cattle and Buffalo Breeding |
This
is a 100% centrally sponsored scheme for which
a sum of Rs. 1859.20 lacs has been earmarked
for different components for the year 2010-11.
The funds shall be utilized to carry out different
activities approved under the project such as
Strengthening of Sperm Stations, Strengthening
of Semen Banks, Bull production programme, aid
to Gaushalas, and Training infrastructure for
A.I. workers as well as organizing infertility
management camps etc. Rs. 1000.00 lacs under
this scheme has already been released by the
Govt. of India during the current financial
year 2010-11. |
| 2.
Livestock Insurance |
It
is an on going scheme being implemented by the
Board for which funds are provided by the Govt.
of India. Under this scheme, 50% of the insurance
premium is paid by the Govt. of India whereas
rest of the 50% is equally shared by the beneficiary
and the State Govt./Board. A provision of Rs.
700.00 lacs has been made in the Budget of the
Board for the year 2010-11. The funds under
this scheme are released by the Govt. of India
to the Board directly. The State share of 25%
is being met out of the receipt and savings
of the Board and funds released by the State
Govt. under the scheme “Establishment
of HLDB (Non plan)”. During current financial
year 200.00 lacs has been asked to be released
under the State Non Plan scheme and Rs. 500.00
lacs is expected to be released by Govt. of
India. |
| 3.
Establishment of Haryana Livestock Development
Board |
This
is a scheme for which grant is released by the
Department of Animal Husbandry & Dairying,
Haryana from the Non-Plan budget. A provision
of Rs. 200.00 lacs has been made in the budget
of the Board under this scheme for the year
2010-11. This amount will be utilized on meeting
out the 25% liability of State’s Share
under the Livestock Insurance Scheme as payment
of insurance premium. |
| 4.
Imposition of Cess |
| As
per the provision laid down in section-6 of the
Haryana Murrah Buffalo and Other Milch Animal
Breed (Preservation and Development of Animal
Husbandry & Dairy Development Sector) Act,
2001, a cess @ 10 paisa per litre has been imposed
on the licensed capacity of a milk plant. It is
estimated that Rs. 250.00 lacs will be received
from the Milk Plants in the current financial
year 2010-11 which will be utilized on the approved
on going activities like Holding of Calf Rallies,
Women Awareness Camps as well as organizing Veterinary
Health Care Camps and other activities which stand
approved by the Board. |
| 5.
Other Receipts |
A
regular receipt to the Board comes from sale
proceeds of the farm like sale of, milk, seed,
crops, trees, animals, semen and A.I. Fee etc.
Besides this, the Board also earns some interest
on the deposits lying in Nationalized Banks.
It is anticipated that Rs. 800.00 lacs will
be received from these sources. This amount
is utilized to meet out the day to day farm
and semen banks expenses in addition to the
expenses incurred on strengthening of the infrastructure
and other related activities of Animal Husbandry
& Dairying Department. |
| 6.
Other Accounts operated by the Haryana Livestock
Development Board |
In
addition to the on going activities of the Board,
various accounts are also operated by the Board
for which funds are released to the Board directly
by the State/ Central Govt. under Twelfth Finance
Commission for the repair and renovation of
the Veterinary Institutions, Central Wool Development
Board under Integrated Wool Dev. Programme and
Training to Vets/ Para Vet staff for Bird Flu.
The amount received is released as per advice
of the Dept. of Animal Husbandry & Dairying
to the implementing agencies. |
| Utilization
of Cess Amount |
As
per the provision laid down in Section-6 of
the Haryana Murrah Buffalo and Other Milch Animal
Breed (Preservation and Development of Animal
Husbandry & Dairy Development Sector) Act,
2001, cess @ 10 paisa per liter per day on the
licensed capacity of a milk plant was imposed
by the Government vide Notification No. 6388-AH-4-2001/16142,
dated 09.09.2001. A sum of Rs. 6845.35 lacs
(tentative) upto the year 2009-10 was due to
be received as principal amount in the Fund
of the Board. Out of which a sum of Rs. 2045.85
lacs have actually been received upto 30.06.2010.
The reason for non-receipt of the cess is that
most of the milk plants have approached the
Hon’ble High Court and the Court has ordered
for payment of 1/3rd of the amount due as cess
and further payments have been stayed. Out of
a total receipt of Rs. 2045.85 lacs, Rs. 1052.40
lacs is the "attached amount" which
the Board can not utilize under the orders of
the Hon’ble High Court. Thus Rs. 993.45
lacs were left with the Board for utilization,
out of which the following amount, year-wise,
has actually been utilized by the Board : |
